Bi Yanying, Director of the Hong Kong and Macao Research Institute of the Development Research Center of the State Council, extended a warm welcome to Dr. Yang Cheng and spoke highly of Macao's unique strengths in the digital economy and innovation. She noted that, amid the current complex international situation, economic security and public security are important cornerstones of national development, and that Hong Kong and Macao, as demonstration zones for the practice of “One Country, Two Systems”, shoulder significant responsibilities in safeguarding national security and promoting integrated regional development. Director Bi stressed that the Institute is committed to deepening its research on Hong Kong and Macao affairs and, through exchanges with Macao experts and scholars, to further building consensus and providing high-quality intellectual support for the Central Government's decision-making.

Dr. Yang Cheng said that digital innovation is a key means of enhancing the resilience of industrial and supply chains. By strengthening data security, the management of cross-border data flows and the prevention and control of cyber risks, Macao can safeguard national economic security while building itself into an international digital hub. Against the backdrop of globalisation, economic security and public security are closely intertwined; digital technology presents both opportunities and challenges, calling for a multi-layered protection system that includes unified technical standards, joint talent cultivation and cross-border cooperation mechanisms.

He noted that the exchange had deepened his understanding of national strategies and pointed the way for future work. Macao will actively respond to the nation's call, leverage its own strengths and play its part in safeguarding national economic security and public security, promote the deep integration of digital technology with the real economy, and inject new momentum into the construction of the new development pattern.

In her concluding remarks, Director Bi Yanying said the exchange had yielded fruitful results. The Macao digital innovation practices presented by Dr. Yang Cheng provided the Institute's research work with vivid first-hand perspectives. Going forward, the Institute will continue to build platforms for exchange, encourage more Macao experts to participate in research projects at the national level, and jointly contribute to the steady and sustained success of “One Country, Two Systems”. She expressed the hope that both sides would take this visit as an opportunity to establish a regular communication mechanism and to carry out more joint research and apply more research outcomes in practice in areas such as economic security, public security and digital governance, thereby supporting the appropriate diversification of Macao's economy and the integration of the Greater Bay Area.

Yang Xin, Secretary-General of the Hong Kong and Macao Research Institute of the Development Research Center of the State Council, Research Fellow Yang Jinghua and others also attended the exchange. All participants agreed that, in a complex and changing international environment, strengthening think tank cooperation between the mainland and Hong Kong and Macao in the field of security is of important strategic significance, so that more digital innovation achievements can serve national development and the prosperity and stability of Hong Kong and Macao.
